CAP Background Information

The Belmont HUB CAP site aims to raise awareness of the Internet to everyone. The internet offers limitless possibilities for learning, we're here to ensure that everyone has access to those possibilities.

The Community Access Program (CAP) is a Government of Canada initiative, administered by Industry Canada. The program aims to provide Canadians with affordable public access to the Internet and the skills they need to use it effectively. CAP helps Canadians wherever they live take advantage of emerging opportunities in the new global knowledge-based community with the combined efforts of: the federal, provincial and territorial governments, community groups, social agencies, libraries, schools, volunteer groups, and the business community. Under CAP, public locations like schools, libraries, and community centres act as "on-ramps" to the Information Highway, as well as providing computer support training.

CAP is the key component of the Government of Canada's Connecting Canadians initiative, whose goal is to make Canada the most connected nation in the world. CAP started in 1994 in rural communities with populations up to 50,000. It is hoped that CAP sites will increasingly join together in networking opportunities enabling them to pool resources and form networks to be able to offer even more to their communities. CAP Guidelines

General Rules

  • Computers and printers are available for anyone to use
  • Internet Access is available at each station
  • If you have any trouble using a program or website, feel free to ask for help
  • Please do not install any software unless approved by the site manager
  • Any intentional improper use of computers and/or equipment, or inappropriate speech or behaviour will result in loss of privileges
  • Preference will be given to individuals using the computer for job searches and government services
  • Keep the work area clean and clear of food or drinks
  • Printing at the Belmont HUB CAP site is free, however we ask that you are courteous in your printing and that you limit your printing to articles of importance. Please see your CAP administrator for more details
  • The printer at the HUB does offer a photocopying option. We ask a small fee of 5 cents each for black and white pages and 10 cents each for colour copying
  • We ask that you respect future users by limiting your Internet time to a reasonable slot (30-45 minutes if the site is busy; 1 hour- 1 1/2 hours if not)

Acceptable Internet Use

  • Stations may be used to access websites, email, and news; no ftp (file transfer protocol) access please
  • Preference is given to research use, although entertainment use may be allowed if demand is low
  • Use of any material deemed offensive (ie/ adult, pornographic, etc.) will result in termination of access
